Case Study: a typical industrial business requiring minimum wage operatives.
For years you have been struggling to attract and ultimately maintain a loyal, trained and enthusiastic workforce. Locally, suitable people are just not available to do the jobs that you have vacancies for. You spend money on advertising the vacancies in the local paper and employ somebody to conduct the interview. A few turn up for the interview and if you are very lucky, you find enough candidates to fill the vacancies. They may not be quite what you are looking for but you have a big order coming up and the vacancies have got to be filled.
It's Monday and only half of the new starters have turned up for work. You call the Temp Agency and place an order for 10 workers in the hope that at least half of that number will turn up. Again, you are lucky as eight turn up, you will be able to find work for the excess. You then direct two of your best regular employees to train and supervise the Agency staff while you go to the office to arrange the next advert in the jobs section of the local paper.
The next day, only a couple of the new starters have turned in. The Agency have sent in the full complement of ten workers but you don't recognise any of them so they all need to carry out the induction, be trained and subervised, tying up more of your regular staff. You are considering ordering more staff from the Agency when some Eastern Europeans turn up, looking for work. They have just arrived in the country. One of them speaks limited English and explains that their WRS Home Office papers are in the post and they haven't had a chance to register for National Insurance numbers yet, they have only just moved into an address and plan to open bank accounts soon, but they are willing to start work immediately.
You have noticed your regular employees starting to grumble about the instability of the workforce, the extra pressure being imposed on them and the perceived inbalance of Terms and Conditions. Suitable local workers are simply not available. The Agency staff is constantly changing, costing you a fortune and tying up regular staff in supervisory roles. Also, to employ people without the correct paperwork is not just risky ............ it's illegal.
